These days, Internet is a crucial tool in the lives of individuals and legal entities and we may classify it as a converging link between the real and virtual worlds. This is a fact.
But despite the technological progress that accompanies computer managed tools, cyber crimes legislation is still incipient, indicating the need to carry out events that bring together competent agencies and businessmen who want to develop actions to prevent and fight against virtual attacks.
Number of informed events grows at the same pace as number of access to World Computers Net. These are charges against child porn at the Web, crimes against privacy, integrity and availability of data and systems, violations related to the intellectual property and credit cards fraud and many others.
These days, society store an enormous range of information brought by technology and based on information net, enabling globalization of instant managed knowledge. Dynamization of access to research centers and other agencies has stirred up changes at the backbone of private and public institutions and led different areas of the social and political life to gain their own autonomy and rational, not always congruent among themselves , opening several possibilities for criminals.
On the other hand, social thinking, including legal thinking, is undergoing a critical mass, where scholars and researchers from the most different scientific areas are being forced to face the challenge of new meditation moments, something that was unthinkable up to this moment.
The economical powerful ones are not those who will survive technological innovations, but rather, those who adjust faster to changes, or are able to face the fact that handling new technologies should walk hand in hand with information safety and more sustainable means of evidence.
It is then our view that, in order to fight against these new virtual criminal fronts, there is the need for a national and international discussion for more pro-activity in applying the law.
International and diplomatic cooperation, scientific information exchange at all levels, especially for the combat to cyber crimes is mandatory to carry for full term the criminal persecution of this new kind of torts. Conferences and Forums will allow more proximity among Lawyers, Judges and Brazilian Federal and State Polices, the Department of Public Prosecution as well as police of other continents. We do not need and should not wait for an administrative reform for public and private institutions to perform their power of communication and integration.

Actual motivation of Almeida Camargo Advogados for sponsoring the Best Paper Award
During the coffee break of a lecture delivered in Brasilia, a journalist who interviewed Esq. Coriolano Almeida Camargo, asked him about the reasons why Almeida Camargo Advogados would sponsor the Best Paper Award. As a good lawyer and thinker, he told a story that we here reproduce in details, as it is an evidence of his enthusiasm and determination when talking about cyber crime combat.
“Many reasons permeate this story and my first concerns come from 1997, when I received my first case linked with cyber crimes. Then, several projects were stolen from the CEO of a multinational company.
From then on, I started to incentive and to participate of several workshops and conferences aiming at facing this problem and trying to find solutions for cyber crime combat.
Several surveys were carried out on the technological means used to forge public and private documents, computer crimes, cyber crimes, IT expertise, tax documents forgery, means of cooperation and a better communication of the Police and Government spheres.
Form then on, we were asked to give our opinion on several issues linked with high technology crimes and we have also participated of several law suits related to the prevention and combat of cyber crimes, in 2005, 2006 and still in 2007, at the National Council of Tax Policy.
In 2004, our law firm helped implement the electronic AIDF, together with the Associação Brasileira da Indústria de Formulários, Documentos e Gerenciamento da Informação [1]. We further carried out a collaborative Scientific Work presented on March 2005 along the National spheres of the Federal Police Officers and of the Federal Police National Criminalistic Institute, focused on the adoption of preventive and active actions related to tax evasion, tax evasion risks and cargo theft. At the end, the General Officers of the Federal Police as well as the Technical Scientific Officers of the National Criminalistic Institute of the Federal Police has rendered technical information stating that, in fact, electronic means incremented by chemical elements could become tax evasion facilitating agents.
On that occasion, the National Criminalistic Institute of the Federal Police concluded that, due to the survey presented, fiscal should be trained to identify frauds and simulations with more sophisticated tax documents and that said identification deserved more attention than it was getting at the time. This work, due to its repercussion, was very useful to National Council of Tax Policy - CONFAZ. Due to its repercussion, the article was published by the APAMAGIS - Association of Judges of Sao Paulo and other media.
During 2006, one of my scientific surveys was submitted and further accepted by the Examining Board, formed by IT experts and scientists related to Universities and Surveys Centers, resulting in the publication at the Technical Sessions Book : Proceedings of the First International on Forensic Computer Science Investigation (ICoFCS’2006) / Ministry of Justice, Federal Police Department. It was the International Conference of Forensic Computer Science that has taken over the more scientific arm of the III ICCyber 2006, International Conference of Cyber crimes Expertise's.
As one may notice, the only suitable conclusion in this moment is that the strengthening of cyber combat will allow, on the mid term, a safer cyberspace. No doubt, a benefit to mankind as a whole that will more and more use electronic means to fulfill daily needs”.
